Mr. Galford has over nine years of experience with the preparation and processing of SMARA Reclamation Plans and other documentation for mine permitting and compliance. He has successfully managed the permitting process for several controversial mining projects in California. Mr. Galford offers an understanding of mining operations along with State and Local statutes that guide the entitlement process. Mr. Galford utilizes this knowledge to assist operators and land owners navigate the permitting process for surface mining projects.
Through the management of numerous surface mining permitting efforts in California, Mr. Galford has developed extensive working knowledge of the Surface Mining and Reclamation Act as it relates to local Lead Agency ordinances. He has facilitated the successful approval of land entitlements for mining projects and has coordinated the work of consultant teams. He maintains working relationships with regulatory agencies including the Office of Mine Reclamation (OMR), State Mining and Geology Board (SMGB), and multiple SMARA Lead Agency planners around the state.

Mr. Galford works as a project manager on land use entitlement and compliance projects, primarily for the mining industry. Projects involve obtaining use permits and other approvals from federal, state and local lead agencies to allow mining and other industrial activities. Mr. Galford also completes land planning and design at project initiation to meet the goals of the applicant.
Project management duties typically involve managing and coordination with biologists, geologists, civil engineers, surveyors, legal counsel, other technical consultants, county planners, state agencies and the land owner. Mr. Galford conducts research on historical use permits, CEQA documents, various other permitting documents and interpreted local ordinances and represents applicants and land owners at various stakeholder meetings with state and local agencies.
In addition to project management duties Mr. Galford also prepares the following technical documents: CEQA project descriptions, use permit applications, revegetation plans, reclamation plans, financial assurance cost estimates (FACEs), Stormwater Pollution and Prevention Plans (SWPPPs), conceptual grading plans and various Geographic Information System (GIS) maps.

Mr. Galford worked as the lead truck driver in a small team operating bottom dump trucks transporting construction aggregates from quarries to asphalt plants and job sites in Southern California. He safely operated a 18-wheeler on local roads, highways and on the jobsite.

Mr. Galford oversaw the removal of dead and dying trees on a large scale fuels reduction project funded by the County of San Diego. He monitored tree removal crews to insure contract conditions were met and enforced conditions as needed.
