Travis A. Jokerst


Planner/GIS Specialist

Travis Jokerst has four years experience with permitting for mining projects and the implementation of GIS technologies. His experience includes the preparation of mining reclamation plans, visual resource analyses, processing of mine permit applications, and SMARA compliance audits for the Cities of Upland, Rialto, and Redlands. Mr. Jokerst is also versed in a variety of GIS applications including physical and cultural spatial analysis.

Examples of his experience include:
  • Project Management for permitting of a concrete batch plant in the City of Oceanside. Responsibilities included preparation of application forms and oversight of project team efforts and interaction between city staff and project team members.
  • Project Management for permitting of a explosive storage site with the County of San Diego. Efforts included coordination of project team efforts, preparation of application forms, and processing through the County Department of Planning and Land Use.
  • Project Management for permitting of a sand extraction project in an urbanized area with the County of San Diego Department of Planning and Land Use. Efforts included preparation of the reclamation plan and all application materials in support of the use permit, interaction with County staff, coordination of subcontractor efforts, and management of public meeting process.
  • Conducting annual SMARA compliance requirements for the Cities of Upland, Redlands, and Rialto. These duties included the review of financial assurances and site inspections to verify compliance with the reclamation plans and Conditional Use Permits.
  • Site location analysis for a rock quarry using various limiting data sets. These data sets include population density, geology, roadway circulation, availability of critical public services, land use compatibility, and biological constraints.
  • Identification of permeable land surface area through interpretation of soil classification, land use development, geology, elevation, and climatic influences.
  • Managed an environmental data base for various data sets, including water well and biology, and geologic data.

Mr. Jokerst is skilled with the use of ArcInfo and ArcGIS software and a number of complementary applications including Visual Basics, AutoCad, Adobe Illustrator, Photoshop, Excel, ERDAS Image, MS Access, and Java Programming.
