Douglas S. MolbyProfessional Civil Engineer Mr. Molby has been working in engineering related fields for over 30 years, including: soil and concrete testing; laboratory analysis; drafting and design; surveying; subdivision development; utility system design, construction and inspection; structural design, construction and inspection; all levels and facets of governmental enforcement; and mining regulation, design, inspection and compliance. As the County of San Diego’s mining Lead Agency representative for over 10 years, Mr. Molby is recognized statewide as knowledgeable and proficient in the implementation of the California Surface Mining and Reclamation Act of 1975 (SMARA). Having worked in the Enforcement Division of the Department of Planning and Land Use, in a management capacity, Mr. Molby is capable of dealing with the most controversial and complex issues with diplomacy and tact. Raised with a strong work ethic, he is thorough and conscientious. Highlights of Mr. Molby’s experiences: EnviroMINE Inc. 2006 – Present Mr. Molby, a relatively recent addition to EnviroMINE’s staff, adds professional engineering capabilities to the extensive technical abilities of the team. Since joining the firm, Mr. Molby has designed mining operations, crafted use permit and reclamation plan text, estimated financial assurance costs, performed resource evaluations, and resolved compliance issues. County of San Diego 1988 – 2006 Mr. Molby performed inspections of surface mining operations to ensure compliance with conditions of major use permits, reclamation plans, State laws, and County ordinances and to ensure conformance with recognized engineering practices related to public and environmental safety. He also managed the Grading Section of the Enforcement Division. In the course of his job Mr. Molby routinely interacted with a wide variety of other governmental agencies. In doing so, he became familiar with their permitting requirements, including: US Army Corps of Engineers, California Fish and Game, US Fish and Wildlife Service, Regional Water Quality Control Board. He also acquired intimate knowledge of the workings of local planning groups, the Planning Commission, and the Board of Supervisors. In addition, he worked closely with County Counsel and has served as an expert witness on a number of grading, drainage and structural cases and, as such, is very familiar with the legal and court system. For almost a decade, Mr. Molby worked as a plan check engineer, reviewing residential and commercial building plans and specifications for compliance with the Uniform Codes, State laws, County Ordinances, and acceptable engineering and construction practices (including: energy conservation; handicapped accessibility; life, health and property safety issues; fire safety; and seismic and structural stability). Mr. Molby also served as the Building Division’s Research Engineer. In this capacity he: reviewed, edited and wrote Ordinances; kept abreast of State legislation regarding building; was responsible for updating Department forms and policies; was a member of the County Water Conservation Task Force; and was a simulator and scenario writer for the Office of Disaster Preparedness Hall Engineering 1987 - 1988 Mr. Molby generating engineering drawings using coordinate geometry programming and computer plotter, assisted in surveying, designed roadway, sewer and water improvements, and was lead engineer on small subdivision, street, water, sewer, and storm drain designs. Corwin and Associates, Inc. 1985 - 1987 Mr. Molby’s jobs included: water and sewer supply and treatment system design; structural design; roadway and drainage facility design; in-situ flow monitoring, inflow and outflow analysis, and condition assessment of existing sewage systems; cost estimating; specification and report writing; surveying; construction inspection; develop job proposals; and supervision of drafting staff Lounsbury and Associates 1984 - 1985 Duties included: preparation of project specification manuals; converting survey notes to topographic maps; and drafting, as required.
